The site is right: this type of bullying is only deemed acceptable if it is in a religious context and those of us outside any particular religion are bullied into not questioning it.
I doubt the efficacy of the petition in getting this kind of practice banned, but as a consciousness-raiser, I think it could be pretty effective. If you agree that systematic psychological abuse of children is wrong, then why not sign the petition, pass the word on and write to your MP, as the site suggests?
